Jessica Craw
Senior Manager, Location Investment, Credits and Incentives at Ernst and Young
Leader of Location Investment, Tax Credits and Incentives Practice for New England market. Expertise includes: identifying federal, state and local incentives, structuring and negotiating incentives packages, and conducting location cost modeling and tax burden analysis; statutory incentives services; and assisting clients to certify and comply with various incentives agreements and commitments in order to recognize anticipated benefits.
Background experience in various industries including distribution, energy, manufacturing, life science, and retail clients. Assisted a wide range of biotechnology clients with expansion or relocation efforts in the Boston/Cambridge area.
Doug Heinz
Manager, Site Selection & Incentives Advisory at Kroll
Doug assist clients throughout the site selection process, providing workforce analysis, identifying available real estate, and negotiating economic development incentives to increase return on investment. Allea Newbold
Principal Credits and Incentives at Ryan
Allea Newbold, negotiates credits and incentives for new and expanding companies nationwide, helping them maximize return on investment. Her tenacity and creativity have built a record of success in property tax abatement, sales tax refunds, cash grants, tax credits and Tax Increment Financing (TIF). Clients of all sizes and industries seek out Ms. Newbold’s almost 20 years of professional expertise.
Her specialties include R&D credit studies and fixed asset capitalization studies.
Her prior experience also includes managing tax compliance and consulting for large and mid-size multinational corporate entities, specializing in federal tax accounting methods and ASC 740 (formerly FAS 109 and FIN 48).
Before joining Ryan, Ms. Newbold was a member of the national tax accounting groups for both Ernst & Young and PricewaterhouseCoopers. She also participated in a tour of duty with PwC’s Washington, D.C. national tax office.
Ms. Newbold speaks widely on credits and incentives as well as other emerging tax issues. Recent audiences include IPT, COST, the Florida Institute of CPAs, Florida Tax Executives Institute and the Annual Conference for Women in Accounting.

– Works as part of a specialized Data Center team within Ryan to assist clients in securing savings.
– Works on state and federal programs including the Volkswagen Environmental Mitigation program and various federal clean vehicle opportunities.

– Worked on a team that specialized in the federal Employee Retention Tax Credit opportunity and assisted in securing nearly $20M for clients.
